Job Summary: This is supervisory professional engineering work leading regional water supply planning including assessment of water supply constraints, development of minimum flows and levels prevention and recovery strategies, development of prevention and recovery strategy projects including estimating costs and benefits, assisting in drafting of Regional Water Supply Plan documents, coordinating engagement with federal, state, and stakeholder organizations. Providing project management for implementation of prevention and recovery projects.

 

Job duties include:

  • Leads the team tasked with assessing water resource constraints in support of Regional Water Supply Planning (RWSP) including the following tasks: Supervises the management of work and projects required to evaluate impacts to the water resources and related ecosystems from regional and local groundwater and surface water withdrawals. This includes, but is not limited to, reviewing results and/or use surface and groundwater models, statistical analysis, and geospatial analysis to determine the relationship between withdrawals and their potential impact to water resources (ground and surface waters, wetlands, or springs). Develop and document methods and procedures used to categorize the level of impact by use type, source, location, and individual user.
  • Leads the team tasked with project development in support of MFLs Prevention and Recovery (P/R) Strategies and RWSP including the following: Serves as technical lead to address and resolve impacts to water resources and related ecosystems while providing for current and future water needs. Provides technical support for development of mitigation approaches, including water conservation, water supply development and water resource development projects. Strategies include assessing water availability/savings from surface, groundwater, or other supply sources and conducting

planning level project development including describing the project(s), estimating costs, and quantifying the benefits of project implementation.

  • Leads the team tasked with development of P/R Strategies and RWSP Reports including the following: Assists with and coordinates with users/stakeholders on plan and strategy development.; serves as technical lead for documentation of the assessment and mitigation approaches. Responsible for document development, preparation of tables and charts, presentations that effectively convey approaches, writing selected text, document and data quality control, coordination of internal and external reviews, and representing District at meetings. Develops budgets and scopes of work, and oversees contracts related to investigations, tool development, assessment and project implementation.
  • Leads the team tasked with Coordination and Stakeholder Engagement including the following: Serves a primary point of contact for federal and state agencies and stakeholders and serves as a subject matter expert to other professionals on matters of resource assessment, mitigation approached, associated permitting, planning, and project implementation. Maintains regular liaison with major water users/groups and partner agencies and attends various water user and advisory group meetings; participates in inter-district and inter-agency coordination meetings for purposes of developing and describing approaches and strategies to address water resource constraints while addressing current use and future water demands with emphasis on water use, water source, quantity, quality, proposed treatment technology, cost, transmission and distribution systems, and associated issues.
  • Provides project management and oversight, including project facilitation, development of contracts, and SOWs for regional water supply/resource development projects to address future demands while protecting natural systems. Ensures close coordination with stakeholders such as public supply utilities and local governments, commercial and industrial users, agricultural users, and civic and environmental groups. Develops budgetary cost estimates and project schedules. Develops and improves tools such as costing tools and conservation assessment tools. Oversees drafting, reviewing, and editing technical reports.

Skilled In:

The use of personal computers; ArcGIS, Microsoft Office (Word, Excel, PowerPoint, Projects, etc.), E- regulatory system, modeling and statistical/graphical software, Adobe, effective oral and written communication including reviewing technical reports; leading, coaching and developing staff.

 

 

Minimum Qualifications:

A bachelor's degree from an accredited college or university in environmental, civil, hydraulic, agricultural or water resource engineering, registration with the State of Florida as a Professional Engineer, and at least one year of subsequent experience directly related to water and wastewater engineering design, permitting, project management, cost estimating, and project scheduling. Knowledge of water and wastewater treatment technologies, water pumping and transmission, system requirements, and federal and state environmental regulations. Experience must include one year of leading a project team, coordinating activities of a workgroup, or serving as a team leader. While not required, experience in the management of water and wastewater utility operations and maintenance is beneficial.

 

 

Physical Requirements/Working Environment:

Mostly in an office environment, sitting at a desk and operating a personal computer to produce work products with some field visits as required. Field visits would require enduring outdoor environments in uncomfortable temperatures, inclement weather, and remote locations.

 

License:

State of Florida Professional Engineer license

Valid State of Florida Driver’s License.

Starting Salary Range: $89,356.80 - $120,619.20

Starting salary is based on qualifications and experience.
